Figure 1.--Long stockings were generally worn by ring bearers through the 1920s. Boys by the late 1920s began to wear the increasing popular knee socks.

Ring bearers at Victorian weddings commonly wore long stockings, often. After the turn of the century white stockings or white kneesocks were worn with the short pants that appeared after the turn of the century and became particularly popular in the 1920s-- especially in Britain and Europe. Gradually kneesocks became increasingly common with short pants rather than long stockings. The convention of wearing kneesocks has continued even though boys do not commonly wear them any more, presumably because of a more formal look.

HBC is nor sure just what the boy here is wearing. It looks like a long sleeved blouse with a wide white collar. It is difficult to tell in this image. A reader remarks, "I notice that the outfit of a white blouse or is it a jacket and blouse (the type I cannot make out) with dark short pants, black knee socks and black oxfords could be worn at a wedding today."
