There is no detailing on the skirt suggesting thsat it was made to look like a kilt. The name penciled on the back looks like Elias H. Pool, but is probably "Chas.". The portrait is undated, but was probanly made in 1895.
Chrles was photographed again in 1896 on the occasion of his third birthday, March 17, 1896. The family used the same photographer. Charles was wearing a Little Lord Fauntleroy suit with an elaborate Fauntleroy blouse and large bow. He was photographed by the Baldwin studio in Wichita, Kansas. He has what look like natural curls. I think he has his foot on a booy scraper. Many homes had these at the door because of the muddy streets.
