Knickers were worn in Europe during the 19th century, but not in America. We see a stunning shift from these straight-leg knee pants to knickers during the late-1900s decade. We are not sure just why, but it was clearly the case. But in the space of only a few years, knickers which were not common in the 19th century suddenly became standard. We get a good feel for this by looking at schools in the 1910s. School photography was well established at the time. Knickers became standard for boys during the 1910s. Some younger boys might still wear knee pants, but in the 1910s most boys of allages wore knickers. Thus we would expect to see sailor suits being some with knickers. We do see some, but not very many, given how dominant knickers were.
