Figure 1.-- This newphoto shows two Dutch children in Washington D.C. Mary and Herbert Andreae, We are nit sure who is who. They are the sons of the Dutch commercial attache in Washington, D.C. They are outfitted in winter garments. Both wear wide brimmed hats, overcoats, and long stockings. Only their footwear is different. The older child, probably Mary, wears strap shoes. Noth hold on to teddies. They look to be about 4-7 years old. Their father is on the arms delegatiin of the Dutch Legation. That refers to the Washington Naval Arms Talks.
