This portrait is a Rail Road Photo Car cabinet card. This was a rail carriage converted into a photographic studio which could bring a high-quality sudio anywhere in America with a railroad station. But because of this we have no idea wehee the portrait was taken. We do know that the children are Guy and Annie Robinson. They look to be about 3-5 years old. Annie wears a plain white dress and holds a great doll. Guy wears a a Fauntleroy suit with a large plaid bow. Both children have ringlet curls. They also have black long sockings, fairly standard at the time. The dealer dated the portrait as 1899, but we have no idea how that was determined. The 1890s seemns reasonable, but wuless 1899 is written on the back, it is impossible to dste the portrait so precisely.
