The Royal Navy began he War as he largest navy in the world, slightly larger than the U.S. Navy. . Cooperation between the two services began before the United States entered the War. The United States traded 50 World War II destroyers for British Bases in Atlantic/Caribbean (September1940). After the Allantic Conference (August 1941), the United States launched an undeclared naval war against the German U-boats. As a result of the Japanese attack on Pearl Harbor, the U.S. Navy withdrew from convoy protection in Britain's vital North Atlantic life lines and did not return in strength until the American Arsenal of Democracy had kicked in with vessel construction (1943). There was extensive cooperation on Japanese on cracking Jaanese naval codes. American servicemen in Britain were primary from the Air Force and Army, but there were also some Navy personnel, including naval and aircraft and aviation liaison teams.
