A reader tells us, "I recall that the issue about African Americans in advertising commercials was related to a ruling or case by FTC and FCC (I'm not sure if both agencies were involved or which of the two if only one). I remember the case or ruling stirring up an uproar at the time and that created a quota which showed up in advertising requiring so many African Americans if a certain number of people were in an ad."
