The sailor suit was an important style for boys for American and European boys for about a century. Interestingly in America for some reason there was a real demographic divide. We see sailor suits in the cities and towns. You do not see many sailor suits in rural areas. And at the time that he sailor suit appeared (mid-19th century), America was still a very rural country. It was not until the 1920s that America turned the corner to become a majority urban population. This means as popular as the sailor suit was, it was only widely worn among boys and than girls in the urban areas. Now while that was a minority of the population, America was a large country with rapidly growing cities some which began out of nowhere. We rarely see sailor suits in the early portraits at rural schools. And this was when sailor suits were very popular. And by the 1890s we see large numbers rural school portraits. And this continues after the turn-of-the 20th century into the 20th century when rural boys began wearing overalls. You rarely see American boys wearing overalls and sailor suits together. Just why rural boys did no wear sailor suits we are not sure. We see some rural boys wearing Fauntleroy suits which would have thought was more unlikely.
